In order to carry this profession, drivers holding driving licenses corresponding to at least one of the categories C1, C1E, C and CE, respectively D1, D1E, D and DE, are required to have a minimum of compulsory knowledge that must be updated periodically.
The certificate of professional competence certifying periodical training for drivers – CPC certifies the periodic professional training of the driver.
It is mandatory for the following categories of drivers to pursue periodical professional training courses in order to carry out the profession:
Professional training and certification of drivers carrying goods or passengers by road, is regulated by the Provisions of Annex 2 from the Transport Minister’s Order 1214/2015 that may be downloaded here.
In compliance with the provisions of Art. 1, paragraph (7) of the Provisions regarding professional training and certification of certain driver categories, approved by the Transport Minister’s Order 1214/2015, the drivers who could obtain CPC in Romania, must comply with the following requests:
Note: In compliance with art. 14 of the Regulation (EEC) of the Council from the 20th of December 1985, "current residence" means the place where a person normally resides, that is to say at least 185 days per calendar year, for personal or professional reasons, or in the case of a person without professional obligations, for personal reasons, by the close links between this and the place where they reside.
However, the current residence of a person with professional obligations in a place other than that of their personal obligations and which, therefore, are required to live alternatively in different places located in two or more Member States, is considered to be the place where they have their personal obligations, provided that the person returns here regularly. The latter condition is not necessary when the person is traveling to a Member State to carry out a fixed-term mission;
Drivers who prove their current residence by all means, especially by their identity card or by another valid document.
Professional training carried out in order to obtain the professional periodical training certificate (CPC) is made only in the professional centers authorized by the Ministry of Transport, Infrastructure and Communications.

In order to participate in the courses for obtaining the CPC, the candidate records to a professional training center authorized by the Ministry of Transport, Infrastructure and Communicationss. A file with the following documents shall be submitted:
Copies of the documents provided by letters b) - d) are certified by the candidate for compliance with the original through the watermark "The Undersigned ..........., I declare on my own responsibility, under the sanction of criminal law regarding false statements, that this document complies with the original" and the signature.
Candidates intending to obtain CPC for the vehicle categories C1, C1E, C and CE, as well as for the categories D1, D1E, D and DE, may pursue the common parts of the specific courses only once.
Only candidates who achieved the professional training course may participate to the CPC exam.
It is not provided a deadline in view of completing the continuous training course for taking the exam.
The reexamination number is unlimited.
The exam for CPC consists in a questionnaire with 30 grid type questions that must be solved in 30 minutes, generated by the examination computer application. Each question has four answers and only one is correct.
In order to pass the exam, at least 70% of the questions must be solved correctly, meaning at least 21 questions.
At the end of the exam, the score and the grade allowed/denied of each candidate are automatically displayed on the screen of the PC unit terminal where they took the exam.

After finishing the professional training course, the candidate may take the exam only in the district/Bucharest where resides the authorized professional training center where they carried out the training.
Candidates who didn’t pass the first exam may take a new exam in any district or in Bucharest.

The examination for professional certification of the specialized personnel from the road transport field, is organized and carried out only for the candidates recorded to the examination computer application by the authorized centers, which certifies the professional training in compliance with the regulations in force.
For each session provided in the examination calendar, the appointment of the candidates for the respective day is made by the examination commission, taking into consideration the specialities for which they are taking the exam and, secondly, in alphabetic order of the candidates’ names. The appointment is communicated to the training centers by the Romanian Road Transport Authority-A.R.R., at least 48 hours before the exams and they are also displayed on the website www.arr.ro.
The members from the examination commission forbid the access to the examination hall to the candidates who are under the influence of alcoholic beverages, as well as to any person who is not a candidate, except the cases where the technical personnel helps to fix a malfunction of the electronic gear.
The members from the commission assign a unique code number to each candidate who complies with the rules of carrying out the examination, through the computer system, which allows the access to the grid type questionnaire generated by the application of the examination computer system. The examination code number is handed to the candidates when entering the exam hall.
When entering the exam hall, the candidates are compelled to fill the chart provided by the examination commission, with the name and the surname, personal identification number and holographic signature.
After being registered in the chart, the candidates are directed to the terminal/the PC unit where they are going to solve the grid type questionnaire. The candidates access the computer system by using the unique examination code received from the examination commission.
The scores obtained by the candidates to the grid type questionnaires generated by the computer, are displayed automatically, at the end of the exam, on the screen of the terminal/PC unit, used by each candidate, including by signing up the mark Allowed/Denied for the respective exam.

Candidates that are confirmed to be rejected, may submit a dispute at the head office of the Romanian Road Transport Authority – A.R.R., within 2 working days after the date of the exam, clearly indicating the request for which they should receive an answer to their dispute.

The dispute is solved within 10 days after its reception, by a commission with 3 members, as follows:
The result of the dispute is sent in writing to the candidate, within 2 working days from its solving.
